Hazardous Materials Incident Commanders are trained to manage hazardous materials emergencies beyond that of the First Responder. Upon arrival to the scene, they formally assume command from the first responder, who should have already established a working ICS (Incident Command System) and would be the interim Incident Commander.
This course provides the tools a person needs to assume control of an emergency response to a hazardous materials incident. It focuses on legal and practical requirements to safely and competently manage a hazardous materials incident. Instructional methods include class activities, case studies, and tabletop exercises, with an emphasis on hands- on decision-making.
OSHA requires Hazardous Materials Incident Commanders to be trained in accordance with section (q) of the HAZWOPER regulation. The total hourly requirement for Hazardous Materials Incident Commanders is 24 hours. This 16-hour class, coupled with the prerequisites explained below, will bring the student to the 24-hour training level requirement.
First Responder Operations is one of two prerequisites for the CSTI version of this training, and, if needed, can be taken online or in the classroom. The second prerequisite is ICS-100, which can be taken free from fema.gov.
This training requires annual refresher training, per OSHA, of sufficient content and duration to maintain responder competencies.
The California Specialized Training Institute (CSTI) and the California Emergency Management Agency (Cal OES) serve as a critical component in providing emergency training programs to professionals who strive to protect and rescue citizens in harm. Training certification will be granted under California Government Code Section 8574.19-23 and California Code of Regulations Title 19, Sections 2510-2560.
This course will be taught by a CSTI certified outreach instructor who has successfully completed the CSTI course AND a CSTI Instructor Certification Course.
Each participant who successfully completes this course will be issued a state certificate from CSTI/Cal OES. This course also complies with the training requirements for Hazmat Incident Commander under Fed-OSHA, Cal-OSHA, and NFPA 472.
While a downloadable temporary certificate is available within 24 hours of completion, the certificate from the State of California takes up to 3 weeks for delivery.
Currently, Online Training Systems is only authorized for classroom delivery of this training, which is offered both through open enrollment or by employers hosting their own on-site training.

This course is intended for firefighters, government employees, military personnel, and private industry emergency responders, who could manage a hazardous materials emergency.
This training will take a minimum of 16 hours to complete. Our standard 2-day delivery format is two consecutive 8-hour days. Other options are available for client-hosted classes.
